Yes... sending a mailing CAN work... if you do it right!
"Doing it right" begins with the answer to the second part of your question... sending it to the right audience! Then the other factors must be right for it to work... a) the message; b) consistency


So, let's begin by saying that if you can not commit to at least 3 mailings to the same audience/list, you may want to invest in a different marketing campaign.

That being said, let's get your factors in line:
A) Your List... this should include ONLY the appropriate audience. If you are "keeping in touch" with your current clients, then the list is your current client database. If you are looking for new business, the list should be based on the demographic criteria of your BEST current customers.
B) Your Message... (including a call to action) This should "speak to" your audience. Your audience must be able to "relate to" or "connect with" the images/visuals in your piece... and the text must be written using words they use and compelling to address their pains, fears or desires.

There could be other factors to consider as well... depending on your business type... Take advantage of some marketing advice...
